Mapleton and Wellington County Invest $1 Million in New Seniors Housing Development in Drayton

DRAYTON, ON – May 26, 2026 – The Township of Mapleton in partnership with the County of Wellington has approved funding of $1,000,000 towards a new development at Conestoga Crest Seniors Living in Drayton.

The County of Wellington has committed funds to assist in closing existing gaps in housing supply within each of the local municipalities. Under the Community Housing Development Fund, Mapleton received an allocation of $1,000,000 which has been dedicated to supporting seniors living development at Conestoga Crest.

An initial allocation of $500,000 was presented to Conestoga Crest at the Council meeting Tuesday afternoon to help with planning and preliminary design/engineering costs. The remaining $500,000 will be held in the Township’s Affordable Housing Reserve and will be distributed to Conestoga Crest upon completion of specific milestones agreed to between the Township and Conestoga Crest.

Conestoga Crest is an apartment complex geared for tenants in the +60-age group, located in the village of Drayton, Ontario. The existing complex is managed by a community-based not-for-profit board focused on providing affordable apartments for tenants in Mapleton.

The not-for-profit currently has one single-storey building with thirty-two (32) independent living apartments. Of those, ten (10) are for low-income tenants through the county’s rent-geared-to income program and six (6) are supportive housing with home care offered through the March of Dimes.

In support of the Township’s continued efforts to close the existing gap in housing supply, the Conestoga Crest board has commenced preliminary engineering and design for a development of an additional forty (40) units to meet pent up demand. The new apartment building would be three (3) storeys and located on the same 5.7-acre lot as the organization’s existing apartment building in northeast Drayton.

“We are deeply grateful to Mayor Davidson and Council for the generous funding support toward the expansion of seniors housing in our community”, said Keith McIntosh, Chair of Conestoga Crest. “This expansion will make a meaningful difference in the lives of current and future residents for years to come”, he added.

While the Conestoga Crest board is committed to raising additional funding from the generosity of Mapleton residents and our business community, this size of investment requires the support of government partners to move ahead in a timely manner.

The generational investments announced through the Building Communities Strong Fund will help advance progress toward our housing targets, and more specifically the need for more seniors housing within our community.

On top of the $1,000,000 contribution, the Township is also committed to supporting the efforts of Conestoga Crest in securing additional senior government funding. Conestoga Crest is currently developing a proposal for additional funding support through the Build Canada Homes program.

Build Canada Homes is a federal agency that has committed to building affordable housing at scale. The agency will leverage public lands, offer flexible financial incentives, attract private capital, facilitate large portfolio projects, and support modern manufacturers to build the homes that Canadians need.
